The Glastonbury Festival is the largest greenfield music and performing arts festival in the world. Its popularity is immense and for the 2007 Festival the organisers, Glastonbury Festival Ltd, wanted to increase the licensed capacity of the site by +16% to 177,500.

A central consideration for GFL was crowd safety for the higher number of visitors, and it was essential to demonstrate in their licence application that their excellent crowd safety record could be maintained.

What we did:

Movement Strategies prepared a Crowd Safety Assessment reviewing GFL's proposals and making recommendations where needed. This included working with the GFL team to develop a model of how crowds moved around the site in the past and how this might change with the increased population. The report made recommendations to reduce the crowd safety risks, including:

  • Widening of walkways and new pedestrian routes to balance crowd flows
  • Introduction of new stewarding procedures to control visitor numbers at key locations
  • An enhanced risk assessment
  • Additional on-site observation and data collection to support continuous improvement.

The commitment by GFL to these recommendations underpinned the successful licence application.

As part of GFL's programme of continuous improvement Movement Strategies undertakes risk assessments, crowd safety and visitor experience audits at each Festival, helping to improve safety during the event and refine the site design for the following year. We also measure crowd flows to determine trends that help plan each Festival.
