Our role:

A re-structuring of public transport in Santiago, Chile resulted in unprecedented levels of overcrowding in the city’s metro network. Station evacuations were commonplace, and the risk to user and staff safety at a high level.

Movement Strategies was engaged to assess the risks associated with the existing conditions and to develop recommendations to improve crowd safety and the management of evacuations. We were commissioned as part of a consortium with Legion.

 

What we brought to the project:

During the course of the project involving on-site observation and interviews with operational staff and managers we developed a set of recommendations wider in scope and more fundamental than the original brief including:

• Development of station design standards and revised procedures and procurement;

• Changes to the organisation of safety management;

• Fundamental changes to the risk assessment procedures;

• Changes to the day to day operations procedures, communications, and management structures

These were agreed by the Board of Metro de Santiago.
