Recent terrorist attacks around the world make it imperative that organisations have effective emergency plans and procedures to protect their staff and visitors.

Most organisations have an emergency plan. However, surveys show that organisations rarely test evacuation and internal evacuation procedures beyond the statutory fire evacuation drill.

These drills give false comfort. Relying on building designs and procedures developed to deal with fires is inadequate to address bomb or other threats is inadequate.

Even when bomb threat procedures are well developed they not sufficient or reliable until tested.

The lack of audits & drills, analysis, and adequate training often mean that the plans won't work or are less effective than they should be in saving lives. What is needed is an assessment of the Emergency "System".

The Emergency System is the combination of procedures, people, technology, and environment that make up a plan and determine how effective an emergency response will be. The System must be risk assessed.

It is our experience that the emergency plans are developed to meet a perceived risk but plans themselves are rarely risk-assessed to understand their potential weaknesses. Failing to understand and manage the risks in the emergency plan has implications for compliance with legal and corporate governance requirements.
