Internal shelter within a building or “Invacuation” is sometimes considered as a possible emergency response to terrorist attack or other external threats. However, in our experience even where Internal Shelter Areas have been identified it is rare that the Internal Shelter Procedureshave been drilled or fully tested to show it will work effectively.

Evacuation drills are undertaken regularly and the procedures are well understood even by those people that are new to the building based on their experience elsewhere. This is generally not the case for Internal Shelter Procedures, and the lack of knowledge could affect people’s behaviour and success of the emergency response.

Additionally the lack of internal shelter drills or planning also means that weaknesses in facilities, communication, or management, or even understanding of the legal aspects are not identified.
